PA Demands UN Force Israel to Withdraw Borders by 2016

The Palestinian delegation at the UN have submitted a draft resolution to the UN Security Council calling for a November 2016 deadline for an Israeli withdrawal from East Jerusalem, Judea and Samaria.

The draft resolution, which was first obtained Wednesday by AP, also asked for “a just resolution” on the status of Jerusalem as well as solving the Palestinian refugee problem.

On Friday, Palestinian Authority President Mahmoud Abbas announced to the UN General Assembly that he would ask the Security Council for a deadline for an Israeli withdrawal.

According to the draft, the Palestinians are seeking to end “Israeli occupation without delay” in order to create “an independent, sovereign, democratic, contiguous and viable state of Palestine.”

Among some of the demands pushed forward by the Palestinians is an end to all military and construction activities, the opening of all border crossing in Gaza, and a permanent “international presence” throughout all Palestinian territories to protect Palestinians.

Abbas threatened on Wednesday that the PA would reevaluate its security coordination with Israel should the Security Council reject its latest bid towards statehood. He also added that the Palestinians would file for membership to the ICC should the resolution fail.

Speaking to journalists in Ramallah, Abbas said that he would agree to return to the negotiating table with Israel only once a timetable for Israeli withdrawal was confirmed.

“As soon as we get that, we are willing to return to the negotiating table,” he said.

The vote on the draft proposal is expected to be vetoed. Israel’s Channel 2 quoted chief Palestinian negotiator Saeb Erekat as saying that the US has informed him they would veto the statehood resolution.

In the same report, Palestinian UN ambassador Riyad Mansour was quoted as saying, “We are the lords of the land for 3,000 years, Netanyahu can return to his Brooklyn roots.”

In 2012, the PA received recognition as a non-member observer state by the UN General Assembly.
