Likud Presents 8-Point Plan to Deter Terrorism

Haaretz reported Wednesday evening that the measures would be temporary, applying only for two years. They were drafted specifically in response to the current situation. The penalties in most cases could be applied in up to 24 hours. The proposal includes measures against terrorists themselves as well as their supporters.

1.As mentioned earlier this week, terrorists and their accomplices would have their citizenship or residency status in Israel revoked. Upon completion of any prison sentence, the perpetrator would be immediately deported from Israel.

2.The timeline for home demolitions would be drastically reduced, allowing for implementation within 24 hours of confirmation of the culprit’s identity. Appeals may be filed up to 12 hours after the injunction is issued, and the court will rule on the appeal within the next 12 hours.

3.Terrorists killed in the act will be denied funerals. The bodies will not be returned to families, but will be interred in unmarked graves.

4. Citizenship or residency status will also be revoked for anyone convicted of throwing firebombs or firecrackers.

5. Those who incite violence against the State of Israel, including those who wave enemy flags during a prohibited march or demonstration, will have their National Insurance benefits revoked and lose their drivers’ licenses for up to 10 years. The court may also restrict their movements for up to 5 years.
6. Family members of terrorists who express support for them or their actions will also be deported and have their citizenship or residency in Israel revoked. This will also apply to anyone who organizes an event in support of or solidarity with the terrorist. Appeals may be filed within 24 hours of the decision, and a final ruling will be issued within 24 hours of the appeal.
7. Businesses which print materials in support of terror will be shut down, their equipment impounded. Owners may appeal within 24 hours of the order, and a judge will rule on the appeal within 24 hours.

8.Employers will be permitted to inquire with the police regarding an employee’s record of security offences. They will be allowed to dismiss an employee without severance if they are are found to have a record of convictions.

Levin’s proposal would not alter the law permanently. In its current formulation, it does not necessarily apply to Jews convicted of the same offences, but Haaretz cited “those close to” Levin saying it would be enforced against Jews, as well, where relevant.
