Document Alleging ISIS Organ Harvesting Released by US Government

It has just been released for publication that in May, US Special Forces seized Islamic State (ISIS) documents in Eastern Syria that contained religious rulings that permitted harvesting organs from infidels and raping female captives.

Brett McGurk, the Special Presidential Envoy for the US-led coalition against ISIS, released this information to Reuters news service.

The previously unreleased information was obtained in a raid ordered by US President Barack Obama, in which Abu Sayaff, ISIS senior financial officer, was killed and his wife, Umm Sayaff, was captured. US intelligence reportedly seized seven terabytes of data from computer hard drives, CDs, DVDs and papers in the raid.

Included in the documents was one labeled “Fatwa Number 64”, dated from January 29, 2015, which gives guidelines regarding rape and establishes circumstances when ISIS terrorists are permitted to rape female slaves.

A second ruling, “Fatwa Number 68”, dated January 31, gives permission to harvest the organs of a living captive to save the life of a Muslim, even if the captive dies in the process.

“The apostate’s life and organs don’t have to be respected and may be taken with impunity,” reads the fatwa. “Organs that end the captive’s life if removed: The removal of that type is also not prohibited.”

The basis for the ruling is cannibalism, which the fatwa cites earlier Islamic scholars as permitting. “A group of Islamic scholars have permitted, if necessary, one to kill the apostate in order to eat his flesh, which is part of benefiting from his body,” the fatwa stated.

The religious ruling goes on to claim that Islamic texts and laws allow “transplanting healthy organs into a Muslim person’s body in order to save the latter’s life, or replacing a damaged organ with it is permissible.”

Though the term apostate, as used in the fatwa, is unclear, ISIS has been known to kill non-Muslims and Muslims who disagree with their approach to Islam.

Though the documents have not been authenticated and there is no proof of actual organ trafficking, Iraq’s ambassador to the United Nations, Mohamed Ali Alhakim, called for the documents to be submitted to the UN Security Council, claiming that in February, 12 doctors in the city of Mosul were killed by ISIS for refusing to remove patient’s organs.
