ISIS Fatwa Lays Ground Rules for Jihadists on How to Have Sex with Female Slaves

Theologians of the Islamic State (ISIS) have issued what can only be described as exceptionally detailed rulings on when “owners” can have sex with female slaves captured by the jihadist group, Reuters reported.

The religious ruling, known as a fatwa, is an attempt by ISIS leadership to change the treatment of captured female slaves. According to an Islamic State scholar cited in the report, the new fatwas gives great insight into how the terror group is religiously justifying sexual slavery of women, which has become commonplace in the parts of Iraq and Syria controlled by ISIS.

The fatwas were first uncovered following a raid by US Special Operations Forces on a top ISIS official in Syria in May. The rulings were found among a trove of documents gathered after the raid.

One fatwa bans a father and son having sex with the same female slave. An owner of a mother and daughter is not permitted to have sex with both. Joint owners of a female slave are encouraged to have sex with the captured woman because she has the status of being “part of a joint ownership.”

Fatwa No.64, issued by the Islamic State’s Committee of Research and Fatwas on January 29, 2015, outlines the rules of sex between ISIS jihadists and their female captives.

The fatwa opens with, “Some of the brothers have committed violations in the matter of the treatment of the female slaves. These violations are not permitted by Sharia law because these rules have not been dealt with in ages. Are there any warnings pertaining to this matter?”

The ruling then lists 15 orders, such as, “If the owner of a female captive, who has a daughter suitable for intercourse, has sexual relations with the latter, he is not permitted to have intercourse with her mother and she is permanently off limits to him. Should he have intercourse with her mother then he is not permitted to have intercourse with her daughter and she is to be off limits to him.”

In another ruling, jihadists are told how to treat their female slaves by showing “compassion towards her, be kind to her, not humiliate her, and not assign her work she is unable to perform.”

ISIS has made headlines for its continued and growing practice of systematically abducting and raping thousands of women, and sometimes even children. Many of those taken captive by ISIS are part of the Yazidi minority from northern Iraq. Jihadists have been given captured females as rewards or otherwise selling them in their now famous sex slave markets.

The report added that rather than hiding their practice of slavery, ISIS takes great pride and has even established a department of “war spoils” to manage their slavery trade.
