A negotiator working on behalf of the Palestinian unity agreement announced that the new government would be officially formed later this week.

Azzam al-Ahmed, a Fatah negotiator, traveled to Gaza on Monday for a final round of talks between the rivaling Palestinian factions. The meeting with Hamas leaders was to discuss the appointment of cabinet members to what the Palestinians are calling a purely technocratic government.

“The declaration of the new government is Thursday,” al-Ahmed stated.

Al-Ahmed said that Palestinian Authority Prime Minister Rami Hamdallah would head the new government despite reports that PA President Mahmoud Abbas would take on the role of president and prime minister.

Hamas government spokesman Ehab Ghussein said that within the upcoming days, the cabinet would be finalized but failed to give a date.

Since 2007, Gaza based Hamas and West Bank based Fatah have engaged in a bitter rivalry. Previous reconciliation agreements between the two factions have failed. However, the latest attempt at unity appears to be holding as both Hamas and Fatah appear to be more flexible.

Hamas and Fatah are both dealing with political and monetary crisis. Hamas faces border blockades from both Israel and Egypt, prompting severe money problems. Hamas has been unable to cover its governmental payroll.

Abbas, who has taken steps towards an independent Palestinian state, has failed to negotiate peace with Israel. Abbas has stated numerous times that it is unable to negotiate with Netanyahu’s “hardline” government.

The European Union has expressed its support for the new unity government, despite the fact that members of the government are part of a terrorist group. The US has previously warned the PA that should it unite with Hamas, then the US government would cut all aid to the Palestinians. However, reports are indicating that the US is slowly warming up to the idea of the new government.
